PSWR study legislation directs the National Park Service to prepare a WSR Study Report to be delivered to Congress at the conclusion of the study. The NPS Study Report includes sections on designation eligibility, classification, and suitability findings, including the outcomes of municipal votes; study area description and land use; the overall approach, key findings, outreach and public engagement, and a summary of the Comprehensive River Management Plan developed for the local PWSR study; discussion of designation impacts, including any analysis required in the WSR Study legislation; and letters of support.
Earlier studies included an Environmental Assessment as part of the NPS Study Report to comply with the National Environmental Policy Act (NEPA) in evaluating alternatives and impacts associated with designation. More recently, NPS has concluded that PWSR Study Reports are consistent with NEPA Categorical Exclusion 3.2R, and environmental assessments are not required as part of its study process and reporting. The NPS regional environmental coordinator can provide current information on the appropriate NEPA process and required documentation.

NPS allows the public to review and comment on its WSR Study Report and will post the report and other supporting documentation on its Planning, Environment, and Public Comment (PEPC) website, https://parkplanning.nps.gov. WSR Study Reports have a 90-day period for public comment, after which NPS will review and analyze comments received, if applicable.

During the public review period for the NPS York River WSR Study Report, instructions on how to submit comments were included on the site.
