Benefits of Flow Management

River Management Roundtable
May 9 | 3:30 - 4:30 p.m. ET

Given the degree to which we have altered rivers through good, if narrow, intentions, many have been diverted or dammed. In this roundtable, we'll welcome one of our RMR panelists David Brown (TN Paddlesports Association) and guest Kevin Colburn (American Whitewater) to discuss how flow management can enhance habitat that supports fish and wildlife, and provide new or expanded recreational opportunities. They can even be used to distribute or reduce conflicting use.

We will share examples and offer tools that offer "flow management opportunities" a) through the relicensing of private hydropower dams by the Federal Energy Regulatory Commission (FERC) and b) through alignment with or intervention in the planning and operation of federally owned dams such as the Army Corps of Engineers and the Bureau of Reclamation.

Panelists

Kevin Colburn - National Stewardship Director, American Whitewater
Kevin has served as the National Stewardship Director for American Whitewater since 2005, four years after joining the organization to work on behalf of its river conservation efforts and leads a staff of Regional Stewardship Directors, besides playing point in the Southeast.  One of the nation's experts on establishing recreational flows from hydropower dams, he focuses on river management, natural resource law, and regulated river restoration.
David Brown - Executive Director, Tennessee Paddlesports Association
David serves this trade organization, whose mission is "to grow, protect and support Tennessee's paddlesports outfitting businesses by improving members' financial viability, ensuring a fair and reasonable regulatory environment and enhancing members' ease of doing business," with a long-standing history and excellent track record for representing paddlesports outfitters and the recreating public. As the Executive Director and Government Affairs lead for America Outdoors from 1991-2018, he was the acknowledged force representing outfitters in legislation, regulatory, and recreation policy issues. He developed risk management, marketing, and other professional programs and training programs for the outfitting industry and developed and managed the annual convention and tradeshow for outfitters.  David led milestone advocacy efforts for establishing recreational river releases on the Ocoee and Gauley Rivers, each of which is a cornerstone story in the history of river recreation in the U.S.

About RMS River Management Roundtables

Each month, the River Management Society hosts virtual conversations with professional river, greenway, and water trails leaders, planners, and managers whose community, region, state and federal river will benefit from the experiences of peer-to-peer sharing. Our goal is to facilitate an open forum to support your work managing rivers. We work together to tackle common issues by asking questions, sharing solutions and building comradery.
